In an online survey conducted on the topic, 94 percent of netizens voted that the reform would not reduce traffic congestion.
But the speculation was denied by the local transportation bureau Monday.
A spokesman for the bureau said they had never planned to cancel the current discount policy. Instead, what they are considering is to give more discounts to passengers during off-peak hours to encourage them to avoid going out during rush hours. The plan is still unconfirmed.
Although the reform proved to be a fake alarm, some people said the anger it raised reflected long-suppressed discontent against government policy making.
"Most citizens have lost their confidence in the policy makers, that's why they would be convinced by such absurd saying. After all, it is not the first time those leaders have suggested something ‘unbelievable',"commented one netizen on Weibo who rent houses to live guangzhou for many years.

The policy, misunderstood by media at first, received strong criticism from local netizens. A day after the release of the Paper, many local media reported that one of the rulings in the Paper suggested the current discount policy of Yangchengtong, the local transport IC card, may change. Currently, when passengers use the card for more than 15 times in a month, they will enjoy a 40 percent discount for the remaining days of that month. According to the new policy, said previous reports, the discount would only apply to off-peak hours.
The news soon spread crazily online, raising tides of anger among local Internet users:
"Have they ever considered ordinary employees' life? This is another policy that will make the poor poorer and the rich richer!"
